The ponyprog must probably run with administrator permission. And it may be needed to set file acces permissions of the ponny prog directory to r/w for non-administration user (all of directories in programfiles have inherited permissions for r/w only for administrations user).
In may system under Vista the PonnyProg must run with administrator rights, under XP it is not needed, but the directory with init file must be accesible for writing by ponnyprog.
Under win64 I have succecfully tried diferrent version (see http://ponyprog.sourceforge.net/phorum/read.php?2,2249).
