Probelms with Loading of Boot Loader Hex-File

I use PonyProg 2.07c to program an Atmel Meg128 Boot Loader.
The loading of the hex-file at F000H does not work.
There is no error reporting.
The buffer after reading the hex-file contains only FF.
What is wrong ?
